China ist schon lange keine Volksrepublik mehr - zumindest ist das Etikett "Sozialismus" seit langem überholt. Heilmann, Professor für Politikwissenschaft in Trier, macht in seiner Analyse deutlich, dass infolge der umfassenden Wirtschaftsreformen trotz der relativ intakten Parteidiktatur ein eigentümlicher, von informellen Netzwerken und einem hohen Maß an Korruption geprägter "Kaderkapitalismus" entstanden ist. In einzelnen Kapiteln über die politischen Institutionen, die Parteiführung und über die Beziehung zwischen "Staat und Wirtschaft" sowie "Staat und Gesellschaft" entwirft der Autor das facettenreiche Bild eines Systems, das wegen der prekären Finanzsituation und der scharfen sozialen Spannungen in den nächsten 5-15 Jahren vom "Ordnungskollaps" bedroht ist. Er widerspricht nicht nur jenen, die China als unabänderlich totalitär oder als reif für eine umfassende Demokratisierung betrachten, sondern auch den schlecht informierten Euphorikern, die das 21. Jahrhundert als "das chinesische" apostrophieren. Insgesamt eine anspruchsvolle, aber empfehlenswerte Einführungsschrift. (2) (Andreas Ufen)
