Die deutsche Einkommensteuer wird seit längerer Zeit einhellig als zu kompliziert angesehen. Die vielen bislang durchgeführten Steuerreformen haben daran nichts geändert; eher ist das Gegenteil der Fall. Vor diesem Hintergrund und mit Blick auf die jüngere Diskussion um konsumorientierte Steuerreformen wird in dieser Arbeit untersucht, ob nicht eine Steuerpraxis, die sich stärker am reinvermögenszugangstheoretischen Einkommensbegriff orientiert, steuerpraktisches Vereinfachungspotential bietet, oder ob sich Steuervereinfachungen besser durch Verfahren wie «Zinsbereinigte Einkommensteuer», Ausgabensteuer oder abgeltende Besteuerung von Kapitalerträgen (als Form einer «Dualen Einkommensbesteuerung») erreichen lassen. Die Erörterungen basieren auf einer einführend dargestellten allgemeineren Grundlagensicht der Bestimmung steuerlicher Bemessungsgrundlagen.
