Die Europäische Bürgerinitiative nach Art. 11 Abs. 4 EUV gehört zu den Innovationen des EU-Verfassungsvertrages und des Vertrages von Lissabon: Eine Million Unionsbürger können die Kommission auffordern, Rechtsaktsvorschläge vorzulegen. Die Arbeit zeigt den europarechtlichen Rahmen auf, in den sich dieses neue Partizipationsinstrument einfügen muss. Dabei wird insbesondere der Unterschied zwischen einem unverbindlichen Anregungsrecht und einem verbindlichen Bürgerbegehren deutlich gemacht. Außerdem wird auf das Verhältnis zum bestehenden Petitions- und Beschwerderecht eingegangen. Schließlich betrachtet die Arbeit die Anforderungen an die Ausgestaltung des Verfahrens zur Durchführung einer Bürgerinitiative.
