Nach der Erörterung der Liberalisierung bzw. Parlamentarisierung des Bismarckreichs und des damit verbundenen politischen Wandels zwischen 1890 und 1918 beleuchtet der letzte Abschnitt Aspekte der nationalen Verfasstheit des Kaiserreichs.
