Der sowjetische Generalsekretär Leonid Brežnev sah im neutralen Österreich einen geeigneten Vermittler für Frieden und Sicherheit in Europa. Mit Österreichs Hilfe wollte er das Hauptziel seiner Entspannungspolitik erreichen: die Teilung Europas auf einer gesamteuropäischen Sicherheitskonferenz festschreiben. Österreich wurde als Akteur wahrgenommen, der gewillt war, sich europa- und sicherheitspolitisch zu engagieren.
