Berlin 1949: Ein Arzt stürzt vom Dach einer Klinik für Geschlechts- und Infektionskrankheiten. Spätestens als im sowjetisch kontrollierten Teil der Stadt ein Mord geschieht und der Vater von Kommissar Stein, ein strammer Kommunist und ein Ermittler der Markgraf-Polizei, seinen Sohn bittet, herauszufinden, wen der Tote im Westen hatte treffen wollen, wird Kommissar Stein klar, dass es einen Zusammenhang zwischen den Morden gibt. Statt mit ihm zusammenzuarbeiten, enthält der Vater ihm jedoch wichtige Fakten vor. Als weitere brutale Morde geschehen, muss er sich die Informationen aus dem Osten anders beschaffen.
