"Gleichwertige Lebensverhältnisse" sind ein zentrales Leitprinzip der Raumordnung. Es kann als räumliche Dimension des Selbstverständnisses der Bundesrepublik Deutschland als Sozialstaat verstanden werden. Zu den Aufgaben des Sozialstaates gehört es, die sogenannte Daseinsvorsorge sicherzustellen - und zwar grundsätzlich unabhängig von der Lage des jeweiligen Ortes. Die Themen sind breit gefächert, von der Sicherung der Nahversorgung und sozialen Infrastrukturleistungen über die technische Infrastruktur der Verund Entsorgung bis hin zum Hochwasserschutz. Verkehr und Mobilität, aber auch Gesundheitsvorsorge gewinnen in einer alternden Gesellschaft zunehmend an Bedeutung. Inzwischen sind aber weniger die Herausforderungen zu diskutieren, die sich den zahlreichen Akteuren im Rahmen der Sicherung der Daseinsvorsorge stellen. Vielmehr gilt es nun, aktuelle Forschungsergebnisse zu technischen, sozio-ökonomischen und partizipatorischen Problemstellungen zu adaptieren und in die Praxis umzusetzen. Dazu gehört die Weiterentwicklung des methodischen Vorgehens bei der Erfassung und Bewertung von Datengrundlagen und deren Qualitätsstandards für die Unterstützung von politischen Entscheidungen.
