Zeitgenossen und Nachwelt haben den Verfasser der "Briefe an ein Frauenzimmer" und Mitherausgeber des Kotzebueschen Blattes "Der Freimüthige" als "Repräsentanten des vulgären Geschmacks" angeprangert, die Literaturgeschichtsschreibung hat über den Goethekritiker und Feind der Romantiker den Stab gebrochen. Befehdet, verleumdet, totgeschwiegen, ist Garlieb Merkel, der im Berlin des beginnenden 19. Jahrhunderts zu den Worftführern des geistigen Tageslebens der aufstrebenden Hauptstadt zählte, so gut wie unbekannt. So überrascht den heutigen Leser die scharfsinnigen Beobachtungen an Zeit und Menschen, die dieser kritische Geist in seinen Erinnerungen mitteilt, und seine temperamentvollen, angrifflustigen publizistischen und literarischen Arbeiten, denen der Staub der einheinhalb Jahrhunderte nichts von seiner Frische zu nehmen vermochte. Sie weisen den 1769 in Livland Geborenen als Erben der plebejischen Traditionen der Aufklärung aus, der mit geschliffener Feder überzeugungsstark seinem Zeitalter das historisch Notwendige abzuringen bemüht war. Mit seinen "Letten", der flammenden Kampfansage gegen die Unterdrückung der baltischen Völker durch den deutschen Adel, mit seinen leidenschaftlichen Schriften für den Volkskrieg wider Napoleon und mit seinen Partikularismus und Pfahlbürgertum treffsicher aufspießenden Reisebriefen über Deutschland beweist sich Merkel als einer der "Tätigen" der Goethe- und Schillerzeit. Mit seiner vom französischen Materialismus und von Herder beeinflußten Geschichtsauffassung muß er darüber hinaus als einer der bemerkenswertesten Ideologen des demokratischen Flügels des jungen, fortschrittlichen Bürgertums angesehen werden.
