Abstract:
Das vorliegende Papier untersucht den Effekt beruflicher Weiterbildung auf die individuelle Arbeitslosigkeitsdauer in Westdeutschland. Als Datengrundlage dienen die ersten elf Wellen des sozio-ökonomischen Panels (GSOEP; 1984-1994), die Informationen zur Teilnahme an beruflicher Weiterbildung stammen aus den beiden Schwerpunktbefragungen 1989 und 1993, so daß sich die tatsächliche Evaluation auf den Zeitraum 1986-1993 beschränkt. Als ökonometrisches Modell dient ein semiparametrisches, diskretes Hazardratenmodell mit unbeobachtbarer Heterogenität. Zur Berücksichtigung einer möglichen Selektionsverzerrung werden Instrumentvariablen-Methoden verwendet. Als Instrumentvariable dient die individuelle, prognostizierte Neigung zur Teilnahme an beruflicher Weiterbildung. Die Ergebnisse zeigen, daß die Teilnahme an beruflicher Weiterbildung kurzfristig zur Verkürzung der Arbeitslosigkeitsdauer beiträgt. In der langen Sicht ist der Effekt jedoch insignifikant.
