The article examines the nature of the water issue, focusing particularly on the evolution of the Israeli-Palestinian negotiations since 1991: water resources and inequity; negotiating positions; the water issues in the Declaration of Principles, in the Cairo Accord, and in the Taba Agreement. An overall sustainable peace agreement between Israelis and Palestinians will not be achieved unless the Palestinians receive a fairer share of the region's water. (DÜI-Hns)
