The author traces the history of the decision of some Chinese intellectuals close to Hu Yaobang to assert publicly in 1978 that practice is the sole criterion of truth, and the history of the text in which the assertion was made. By showing how the epistomological notion espoused by a minority eventually became a political imperative binding upon the majority, he (the author) provides some insights into how China's policy-making system functions.
