    Content: The impact of university patenting and licensing onuniversity research, as well as the development of commercial agriculturalbiotech products, is examined.With the passage of the Bayh-Dole Act in1980, universities were given the opportunity to patent and/or licenseinnovations that result from federal funding. Using the knowledge production function framework, this analysis develops amodel to assess the impacts of this university patenting andlicensing.University patents can be grouped into one of three categories:product patents, specialized platform technologies, and broad platformtechnologies.An additional category of university output, biosciencepublications, is also considered. Data used in the analysis were collected from a survey of the technologytransfer offices of major U.S. universities. The survey was designed togatherinformation on universities' agbiotech patenting and licensingactivities between 1985 and 2003. Additional data were obtained from theNational Science Foundation's WebCASPAR database, the U.S. Department ofEducation, the Gourman Report, and COMPUSTAT. Although the results ofthis study are not yet available, the findings will help determine the socialbenefits and costs of privatization of university research. (SRD)
