Long description: Der aktuelle politische Diskurs um eine „Weiterentwicklung und Steuerung der Kinder- und Jugendhilfe“ versucht, die Ambulante Hilfe zur Erziehung zu diskreditieren und zurückzudrängen. Das vorliegende „Plädoyer“ mischt sich fachlich und politisch in diese Auseinandersetzung ein. Dabei leisten die AutorInnen eine kritische Einschätzung der gegenwärtigen Lage der Kinder- und Jugendhilfe und insbesondere der Hilfen zur Erziehung und zeichnen den Prozess der Auseinandersetzung um die „Weiterentwicklung und Steuerung der Hilfen zur Erziehung“ nach. Anhand der ausführlichen Darstellung und Analyse der beiden grundsätzlichen Handlungsansätze in der Sozialen Arbeit (Soziale Arbeit im und mit dem Sozialraum einerseits und Einzelfallarbeit, u.a. Hilfen zur Erziehung andererseits) befasst sie sich mit der Frage, ob die von der Politik behauptete Kontroverse zwischen den beiden Handlungsansätzen fachlich gerechtfertigt ist. In diesem Kontext werden die beiden Handlungsansätze in ihrer Geschichte und Entwicklung und in ihren unterschiedlichen Konzeptionen dargestellt. Dabei ergibt sich außer einem klaren Plädoyer für die Erhaltung und konsequent fachliche Gestaltung der Hilfen zur Erziehung im Rahmen der Lebensweltorientierung die Erkenntnis, dass Soziale Arbeit generell – und insbesondere in Zeiten einer Neoliberalisierung des Sozialen – einer Individualisierungsgefahr unterliegt. Andererseits ist es aber innerhalb beider Ansätze auch heute möglich, diese Tendenz abzuwehren und als kritische Kraft dieser Gesellschaft zu wirken. Dieses Buch enthält neben der fachlichen, ideologischen und politischen Auseinandersetzung mit den neuen Steuerungsabsichten der Politik gegenüber den Hilfen zur Erziehung ausführliche Darstellungen bzw. Diskussionen zu verschiedenen Einzelthemen, u.a.: • Fachliche Merkmale, Handlungsorientierungen und Prozessgestaltung der Handlungsansätze „Ambulante Einzelfallhilfe“ und „Arbeit in und mit dem Sozialraum“ (8.4 und 9.3, 9.4) • Welche Anteile hat die Soziale Arbeit selbst an ihrem z.T. unprofessionellen Zustand? Long description: The current political discourse on the further development and control of child and youth welfare attempts to discredit and repress outpatient help for upbringing. The present plea interferes professionally and politically in this debate. The authors provide a critical assessment of the current situation of child and youth welfare and in particular of educational assistance and trace the process of the debate on the further development and control of educational assistance. On the basis of detailed description and analysis of the two basic approaches to action in social work (social work in and with the social space on the one hand and individual casework, e.g. educational assistance, on the other), it deals with the question of whether the controversy alleged by politicians between the two approaches to action is technically justified. In this context, the two approaches to action are presented in their history and development and in their different conceptions. In addition to a clear plea for the preservation and consistently professional design of educational assistance in the context of life-world orientation, this also leads to the realisation that social work in general - and especially in times of neo-liberalisation of the social - is subject to the risk of individualisation. On the other hand, within both approaches it is also possible today to fend off this tendency and to act as a critical force in this society.
