Die Föderalismusreform von 2006 ist aufgrund der durch sie vorgenommenen Neujustierung des Kompetenzrechts zur umfassendsten Verfassungsreform in der Geschichte des Grundgesetzes geworden. Bestehende Unklarheiten zu erörtern und Lösungswege für ungeklärte Fragen vorzustellen, ist Anliegen der Beiträge des Sammelbandes. Diese sind hervorgegangen aus Vorträgen, die am 28. und 29. Juni 2012 in Dresden im Rahmen einer kompetenzrechtlichen Fachtagung gehalten und diskutiert wurden. Inhaltlich spannte diese Tagung den Bogen von den gegenwärtigen Rahmenbedingungen der grundgesetzlichen Kompetenzordnung bis zu deren Charakteristika und von den durch die Föderalismusreform veränderten Kompetenzmaterien bis zu den kompetenzrechtlichen Übergangsbestimmungen. Gegenstand der Betrachtung waren sowohl strukturelle Änderungen als auch detailbezogene kompetenzrechtliche Modifikationen, wie etwa Abgrenzungsfragen, die durch die Zuweisung von Teilen bislang einheitlicher Kompetenzmaterien an die Länder entstehen.
