Rudolf Wolters (1903–1983) war Schüler von Heinrich Tessenow und bei Hans Poelzig sowie einer der einflussreichsten Architekten des nationalsozialistischen Deutschlands. Als engster Mitarbeiter von Albert Speer war er unter anderem wesentlich an den Entwürfen für die „Reichshauptstadt“ beteiligt und schrieb für ihn Pressetexte und Reden. Von Albert Speer von jeder Verantwortung freigesprochen, lebte Rudolf Wolters nach 1945 unbehelligt in seiner Heimatstadt Coesfeld. Dank seiner Verbindungen aus der NS-Zeit konnte er dort ein Netzwerk von Architekten zum Aufbau der Bundesrepublik aufbauen. Der Autor wertet den Nachlass dieses umtriebigen Mannes aus, der sich nach einem Aufenthalt in der Sowjetunion ab 1933 nachhaltig in Deutschland etablieren konnte. Zugleich ergründet er das lebenslange Verhältnis zwischen Wolters und Speer und erschließt weitere Strukturen der Leitungsebenen des „Generalbauinspektors für die Reichshauptstadt“.
