Weder die etablierten Theorien der Internationalen Beziehungen noch gängige Außenpolitiktheorien können zufriedenstellend erklären, warum sich Staaten an militärischen Aus-landseinsätzen beteiligen und was dabei das konkrete Ausmaß ihrer Unterstützung bestimmt. Der Autor schließt diese Lücke unter Rückgriff auf die Theorie öffentlicher Güter. Am Beispiel Deutschlands zeigt er auf, dass die Unterstützung von Auslandseinsätzen durch die Produktion privater (länderspezifischer) Güter wie einer guten Reputation als Bündnispartner motiviert ist und dabei eine Unterstützungshöhe gewählt wird, die den höchsten privaten Nutzen erwarten lässt. Erst die Aussicht auf die Produktion privater Güter schafft einen Anreiz zur Einsatzbeteiligung, weil sich der private Nutzen nicht durch Trittbrettfahren maximieren lässt. Die Realisierung der humanitären Einsatzziele in Form der Bereitstellung öffentlicher Güter wie dem Schutz der Menschenrechte wird damit zu einem Nebenprodukt der Erzeugung privater Güter
