Das Handbuch der historischen Buchbestände versteht sich als Inventar zu dem vom Beginn des Buchdrucks bis zum Ausgang des neunzehnten Jahrhunderts erschienenen Schrifttum, soweit dieses in allgemein zugänglichen Bibliotheken aufbewahrt wird. Zu historischen Beständen rechnen Bücher, Zeitschriften, Zeitungen, Musikdrucke, Karten und ephemeres Schrifttum. Handschriften bleiben außer Betracht. Das deutsche und das österreichische Handbuch beziehen Bestände jeglicher Provenienz ein und berücksichtigen in gleicher Weise deutsches und fremdsprachiges Schrifttum. Es ist als ein neuartiges Instrument für die wissenschaftliche und bibliothekarische Arbeit gedacht. In Form von deskriptiven Übersichten identifiziert es in den einzelnen Bibliotheken Bestandskomplexe und erschließt diese in dem dazugehörigen bibliothekshistorischen und bibliothekssystematischen Kontext. Seine Inventarisierungsabsicht richtet sich nicht, wie die von Verzeichnissen und Katalogen, auf den einzelnen Titel, sondern auf die Bestandsgruppen als jene größeren Einheiten, deren Ensemble den Charakter einer Bibliothek ausmacht, ihre Eigenart konstituiert und ihre spezielle Leistungsfähigkeit begründet.
