Transnational issues - such as the environment, international crime, and human rights - will be a major factor in transpacific relations in the 21st century, regardless of economic booms and busts. Increasing prosperity will alleviate the pressures of poverty and migration, but it may catalyze Asian demand for drugs and stress on the environment. Conversely, slower economic growth will heighten the problems of poverty and migration. - This volume is the result of the Asia Project which was undertaken from the Council on Foreign Relations over the course of 1995 and 1996 to explore the salience of Asian transnational issues for the United States.
