Albanien ist in mehrfacher Hinsicht sicherheitspolitisch ein Sonderfall: durch seine exponierte Lage am Mittelmeer, durch die historische Erfahrung ständiger Bedrohung seiner staatlichen Existenz und das Erbe einer rigiden kommunistischen Diktatur, die Sicherheitspolitik in erster Linie als Machterhaltung verstand und daraus ihre mehrfachen außenpolitischen Wendungen und schließlich ihre ruinöse Abschottungspolitik herleitete. Nach dem verspäteten Umbruch von 1990/91 sucht die neue demokratische Regierung vor den bedrohlichen Entwicklungen auf dem Balkan in ihrer unmittelbaren Nachbarschaft Rückhalt im Westen, wobei sie ihre Strategie mit den politischen Bewegungen der Albaner im Kosovo, Mazedonien und Montenegro abzustimmen versucht.
