    Content: On March 15, 1990, Fernando Collor de Mello became president of a country on the verge of a collapse. Inflation had reached a monthly rate of 80 per cent. Conditions for sustainable development, meanwhile, were completely lacking. After a look at who Collor is, the author analyses the crisis in Brazil with special reference to conservative modernization, stabilization policies, elections, democratic consolidation and social apartheid
