    Content: How important is an intelligent and consistent foreign, security, and defence policy of the Federal Republic of Germany within the European and Atlantic framework? Security and Defence Policy must define itself over the challenges the Federal Republic of Germany is faced with, not over truisms unreflected wishful thinking, dogmas or ideologies. The strategic challenges should neither be put in gloomy threat scenarios nor should they be defined away and dismissed with illusory conceptions about the purifying power of the international law and international organization. Essential here is a carefully considered policy and not a shallow rhetoric on responsibility. This policy requires a respective supply of both civilian and military instruments.
