Obwohl die Beziehungen Deutschlands und Europas zu Lateinamerika weithin als sehr eng gelten, hat sich in den letzten Jahren eine wachsende Distanz zwischen den Staaten eingestellt, die sich traditionell als "natürliche Partner" verstehen. Das Beziehungsmuster der "freundlichen Normalität" trägt nicht mehr für ein Miteinander in der heutigen Zeit. Dies liegt zum einen an den Prozessen politischer Neuordnung in vielen Ländern Lateinamerikas und der daraus folgenden regionalen Fragmentierung, zum anderen an dem nachlassenden Interesse in Deutschland und Europa an der Region. Auch sind neue Akteure wie China in Lateinamerika aktiv geworden, die möglicherweise für die Länder der Region attraktiver erscheinen und die das deutsche und europäische Interessenprofil überstrahlt haben. In dieser Phase interner Suchprozesse und eventueller Verschiebungen im Partnerspektrum muss die deutsche Lateinamerika-Politik Brücken bauen und tragfähige Ansatzpunkte identifizieren. Ein solcher neuer Handlungsrahmen muss darauf abzielen, ihr wieder eine Perspektive zu geben.
