Copy and original booklet 'Memorial of Uriah P. Levy, Late Captain in the Navy, to the Congress of the United States complaining of the Action of the Board of Naval Officers, etc' as a basis to request that a Court of Inquiry take place to determine why Levy was dismissed as an officer. [Levy makes the following statement on page 9: 'In courts of Inquiry, the regulations should have provided that whenever the Board from their examinations should suspect that any officer was of blameable incapacity, due notice should be given to such officer, a day and place assigned to him to hear the charge and the evidence in its support and to defend himself.']
