The operationalization of the Loss and Damage Fund on the first day of the international climate negotiations in the United Arab Emirates (COP28) marks a breakthrough in efforts to assist developing countries burdened by climate impacts. Together with the host country, Germany kickstarted the fund, creating an unusual coalition pressuring China and other non-traditional donors to pledge as well. To be accountable to the most vulnerable, funding arrangements need to respond to the needs of people who are marginalized by their own governments – and particularly to the divisive issue of climate migration.
