Between Security Policy and Peace Movements: Contemporary Contentious Politics surrounding the US Military Base Construction in Okinawa Prefecture This paper shall examine the contentious political process for the construction of US military bases in Okinawa Prefecture since the 1990s. The political relationship, as well as the bilateral Status of Forces Agreement between the Japanese and US government, particularly from the perspective of international relations, has been widely argued. Previous research, however, lacks discussion about the local contentious mobilization processes that, consequently, tend to reduce actual problems on the international dimension. To overcome this shortage, the perspective of contentious politics, conceptualized by the political sociologist Charles Tilly and other researchers, introduces the possibility of delineating the multiple dimensions of political mobilization that are not limited to party politics, but incorporates challenges to political institutions. The political influence of security policy varies in accordance with local situations. There is, therefore, a need to precisely analyze local responses. Firstly, based on the relevant sociological fieldwork, the study investigates conditions of the emergence of the local protest by conducting a case study of Takae on the northern Okinawa Island. Secondly, the study clarifies a drastic escalation of the protest in 2016 from media analysis.
