Die Arbeit untersucht die Eingliederungsvereinbarung und das jobseeker’s agreement als Instrumente der Kooperation zwischen Sozialverwaltung und Leistungsempfänger. Hierbei liefert der aktivierende Sozialstaat, der den Einzelnen in den Mittelpunkt staatlichen Handelns stellt, und die Diskussion um eine kooperative Verwaltung den verwaltungswissenschaftlichen Überbau. Die Arbeit zeigt auf, ob und wie beim Eintritt des sozialen Risikos Arbeitslosigkeit Leistung und Gegenleistung durch Vereinbarung zwischen Staat und Bürger mit dem Ziel verbunden werden können, den Einzelnen in die staatliche Aufgabenerfüllung einzubeziehen. Methodisch wird ein Reformprozess in den zwei untersuchten Rechtsordnungen vor dem Hintergrund einer legal transplantation in Abgrenzung zur Rechtsrezeption nachgezeichnet. Es wird die Reichweite der Vorbildfunktion des englischen Rechts bei der Umgestaltung des Rechts der Arbeitsförderung und der Entstehung der Grundsicherung für Arbeitsuchende überprüft
