Zahlreiche öffentliche und zivilgesellschaftliche Akteure beraten armutsbetroffene Menschen und informieren sie via verschiedene Kanäle über für sie relevante Themen. Im Februar 2000 überwies die Kommission für Soziale Sicherheit und Gesundheit des Nationalrats ein Postulat „Anlaufstelle für soziale Fragen / Guichet social“, mit welchem der Bundesrat aufgefordert wurde, die Möglichkeit zur Einleitung von Massnahmen zu prüfen, welche für die Bevölkerung den Zugang zu verschiedenen sozialen Sicherungssystemen erleichtern können. Vor diesem Hintergrund hat das BSV den Bericht „Soziale Anlaufstelle“ erstellen lassen. Aus dem Bericht geht hervor, dass u.a. das fehlende Wissen über Angebote sowie die mangelnden Kenntnisse hinsichtlich der Vorgehensweise bei der Gesuchstellung den Zugang der Bevölkerung zu den entsprechenden Leistungen erschwert. Es gibt zwar gedruckte Broschüren oder Online-Plattformen über Beratungsangebote, die aber thematisch und geographisch stark fokussiert sind. Eine nationale Koalition, bestehend aus 28 Nicht-Regierungsorganisationen des Bereichs Armutsprävention /-bekämpfung, brachte deshalb den Vorschlag ein, im Rahmen des Nationalen Programms gegen Armut eine Bestandsaufnahme der bestehenden Ombuds-, Beratungs- und Informationsstellen erstellen zu lassen und die Ergebnisse online armutsbetroffenen und interessierten Empfängern direkt zur Verfügung zu stellen.
