In 1971 and again in 1984 the two Korean states initiated a series of contacts which were both ostensibly aimed at achieving reconciliation and the first steps to an eventual reconciliation. However, these initiatives foundered in an atmosphere of mutual acrimony. The study discusses the reasons for the failure of these early attempts, the prospects of rapprochement between North and South Korea, the issue of North Korea's nuclear ambitions and political processes in the two Koreas.
