Durch die Unabhängigkeitserklärung sind 48 Prozent der Bewohner Lettlands - zumeist russische Einwanderer - zu Ausländern geworden, so viele wie in keiner der anderen Balten-Republiken. Und Ausländer sollen sie bleiben, jedenfalls nach dem Willen national gesinnter Letten. Trotzdem scheint ein Rückgriff auf das Staatsbürgerschaftsgesetz von 1932 nicht durchsetzbar zu sein. Noch wird der nationalitätenstreit innerhalb der Mauern des Parlaments ausgetragen. Wenn erst die Modernisierungskrise Lettland erreicht, wird es enorme soziale und ethnische Spannungen geben.
