Lettland ist von Rohstoff- und Energielieferungen aus dem alten Sowjetimperium vollständig abhängig. Laut einer Studie der lettischen Akademie der Wissenschaften sind die importabhängigen, ineffizienten Industriebetriebe zum Konkurs gezwungen, sofern sie ihre Produktion nicht radikal umstellen. Das betrifft ein Drittel der insgesamt 403 Industriebetriebe und die Hälfte der Industriearbeiter Lettlands. Trotz der Rechtswirren hat Lettland einige seiner Wirtschaftsgesetze tatsächlich durchsetzen können: Nirgends, nicht einmal in den benachbarten Ostsee-Republiken Estland und Litauen, gibt es bereits so viele Unternehmer. Nach übereinstimmenden Aussagen westlicher Fachleute haben die Balten langfristig gute Aussichten, sich in die westliche Wirtschaft einzufügen. (BIOst-Srt)
