An analysis of the motivations and tactics of Israel's recent peace proposals in response to Palestinian, American and European initiatives, in particular, to the commencement of talks between the United States and the PLO. It is argued that Shamir's plan, which follows the Camp David prescription for autonomy, may only be the beginning of a process whereby a new generation emerges with some more imaginative thinking.
