On 26th May 1994, President Clinton of USA changed the underlying principle of his administration's policy toward the PRC. He moved from a policy premised on linking trade preferences granted by the USA to China's human rights behaviour to a policy in which those two domains would be "delinked". The author examines how Clinton made this decision and what domestic and international forces were most decisive in the policy process. (DÜI-Sen)
