The year 2009 marked a milestone for the European Security and DefencePolicy. While celebrating the first decade of crisis management led by theEU within the framework of the European Security and Defence Policy (ESDP)it is also a good time for taking stock of that what has been achieved so farand setting priorities for our goals and ambitions in the coming ten years.We can, with good reasons, be proud of our success. Who could have foreseenin 1999 that we were going to conduct 23 civilian and military operationson three continents within the next ten years? The continuous developmentof our capabilities in crisis management since the French-British summitin St. Malo and the meetings of the European Council in Cologne andHelsinki, when the ESDP was born, has made the EU a global provider ofsecurity.
