Der Autor thematisiert Chancen und Grenzen des Föderalismus in Afrika am Beispiel der beiden großen, heterogenen Staaten Nigeria und Sudan. Föderalismus werde häufig als eine Lösung verstanden, große Territorien mit multikulturellen Gesellschaften in schwachen Staaten effektiv zu regieren, insbesondere in Nachkriegsperioden. Die Erfahrung beider Staaten habe jedoch gezeigt, dass "Good Governance" unter föderalen Systemen, wie sie dort unter autoritären Regimes eingeführt worden seien, äußerst begrenzte Ausprägung bekommen habe.
