According to the author, North Korea is still in a phase of leadership transition. Natural disasters, defections, and possible social instability have further complicated the security choices the regime must make. However, in matters of policy North Korea has notbeen utterly immobilist. In October 1994, the USA and North Korea signed an "Agreed Framework" which provided a series of interim measures, to resolve the nuclear confrontation between them. Having discussed North Korea's relations with the USA, the authors examines the security situation on the Korea peninsula. (DÜI-Sen)
