The debate on a regional arms register in Southeast Asia began in 1992, when the Malaysian defense minister, Mohamad Najib bin Tun Abdul Razak, proposed it as part of package of proposals in response to growing concern at the conventional arms build-up in the region. The proposal was not immediately accepted by his ASEAN counterparts, or even by the Malaysian government as a whole. But the idea was placed on the regional agenda. After a look at the evolution of ASEAN policy and the UN Register of Conventional Arms, the article discusses the issues for a regional register in Southeast Asia. (DÜI-Sen)
