Seit Beginn des Einsatzes in Afghanistan kommt den zentralasiatischen Staaten als Kooperationspartnern des westlichen Bündnisses eine Schlüsselstellung zu. Diese Zusammenarbeit gewinnt angesichts der sich stetig verschlechternden Lageberichte aus Afghanistan immer mehr an Gewicht, und zwar nicht nur für die Nato, sondern auch für die zentralasiatischen Staaten selbst sowie für Russland. Der Konsens über die Notwendigkeit einer Eindämmung der von Afghanistan ausgehenden sicherheitspolitischen Bedrohung wird jedoch überlagert von ausgeprägten Eigeninteressen der Staaten in der Region und von russischen Hegemonialansprüchen. Afghanistan entwickelt sich zu einem außenpolitischen Joker - für Russland, aber auch für die Staaten Zentralasiens
