Kommunale Planungen finden häufig in einem Spannungsfeld lokaler Interessen und übergeordneter Vorgaben durch Landes-, Bundes- und Europäisches Recht statt. Aus Sicht der Landschaftsplanung kommt es bei hohem Planungsaufwand dabei häufig zu einer unbefriedigenden Umsetzung vor Ort. -- Wie lassen sich nun übergeordnete Ziele im Bereich Natur- und Landschaft mit Interessenlagen vor Ort in den Kommunen vereinbaren? So liegt es nahe, dass eine Beteiligung der Kommunen und ihrer Bürger am Planungsprozess zu einer besseren Passung von Naturschutz und lokalen Interessen führen kann. Dabei bietet sich eine Verknüpfung mit Lokalen Agenda 21-Prozessen an. -- Die Autoren dieses Bandes befassen sich mit den Grundlagen der räumlichen Planung in Deutschland und suchen nach Erfolgsfaktoren einer partizipativen Landschaftsplanung. Wissenschaftliche Erkenntnisse über Beteiligungsprozesse und Erfahrungen aus der Planungspraxis werden zusammengetragen und Empfehlungen für die Gestaltung von Beteiligungsprozessen abgeleitet. Abschließend wird die Zukunft der Landschaftsplanung im Kontext der Europäischen Gesetzgebung diskutiert.
