Am 15. April 2014 begann im Osten der Ukraine die "Anti-Terror-Operation". Ukrainische Regierungstruppen kämpfen zusammen mit pro-ukrainischen Freiwilligenverbänden gegen die Aufständischen um die Kontrolle der Regionen Donetzk und Luhansk. Russland beteiligt sich zumindest indirekt an dem Konflikt. Dabei leiden die ukrainischen Sicherheitskräfte unter strukturellen Problemen, die selbst bei einem militärischen Erfolg Kiews weiterbestehen werden. Diese Mängel lassen sich nicht kurzfristig und auch nicht ohne Hilfe von außen beheben. Umfassende Reformen der Sicherheitsstrukturen bilden aber eine grundlegende Voraussetzung dafür, dass sich eine weitere Erosion von Staatlichkeit in der Ukraine verhindern lässt. Sie sind ebenso unverzichtbar für einen erfolgreichen Prozess des demokratischen Regimewechsels. (AUT)
