Mit der langfristigen Entwicklung der Beziehungen der NATO zu Russland befasst sich dieser Beitrag. Die Autoren schildern einleitend die Institutionalisierung und Vertiefung dieser Beziehungen seit dem Ende des Kalten Krieges. Sie fragen nach den Gründen für das Scheitern der strategischen Partnerschaft, die eine sicherheitspolitische Zusammenarbeit im euro-atlantischen Raum zum Ziel hatte, und analysieren die unterschiedlichen sicherheitspolitischen Interessen von NATO und Russland. Anschließend an die Diskussion der Folgen der Ukraine-Krise präsentierten die Autoren drei Szenarien für das zukünftige Verhältnis der Allianz zu Russland. Die Handlungsoptionen erstrecken sich dabei von der Eindämmung Russlands über eine friedliche Koexistenz bis zu einer Wiederannäherung beider Seiten, die das Angebot zur weiteren sicherheitspolitischen Kooperation mit Sicherheitsgarantieren für die osteuropäischen Mitgliedsstaaten und Partner der NATO verbinden müsste.
