Die vorliegende Analyse unternimmt zunächst eine Klärung des Begriffs der hybriden Kriegsführung und geht dabei auch auf historische Beispiele dieser Form der Kriegsführung ein. Es wird erläutert, welche neuen Elemente das russische Vorgehen in der Ukraine kennzeichnen und welche politischen Zielsetzungen die Russische Föderation hiermit verfolgt. Dabei wird insbesondere auf neuere russische Strategieansätze eingegangen. Es wird untersucht, ob und ggf. welche Gefahren für die NATO-Mitgliedsstaaten durch die von russischer Seite praktizierte hybride Kriegsführung entstanden sind bzw. entstehen können. Des Weiteren wird auf die Frage eingegangen, ob eine verstärkte Kooperation zwischen NATO und EU die Verwundbarkeit der gemeinsamen Mitgliedsstaaten abmildern könnte. (MOD)
