Nach dem Ende des Kalten Krieges verlor das Konzept der nuklearen Teilhabe durch NATO-Staaten an der erweiterten Abschreckung der USA seine politische Bedeutung. Nachdem nun aber in dem letzten Jahrzehnt die Welt unsicherer geworden ist, militärische Konflikte fast wieder zur Regel wurden, die Rüstungsspirale wieder stärker in Gang gesetzt wurde, eine Erosion der Rüstungskontrolle stattfand und neue nukleare Kriegsführungsszenarien in Mode kamen, ist das Interesse an nuklearer Teilhabe wieder stark gewachsen. Vor allem die östlichen NATO-Partner bauen auf kernwaffengestützte Sicherheitsgarantien durch die USA, obwohl es gegen den regionalen Einsatz von Kernwaffen eine Vielzahl nachvollziehbarer Gründe gibt. Diese werden benannt und bewertet. Die Bundesrepublik Deutschland steht in einem Dilemma dabei. Sie kann die Bündnissolidarität nicht verletzen, weil dies in Europa zu einer geschwächten Sicherheitspolitik führen würde, allerdings muss Deutschland auch darauf drängen, die Rolle der Kernwaffen bei der NATO-Militärdoktrin einzuschränken und zu einer verstärkten nuklearen Rüstungskontrolle zu kommen.
