Zwischen 1897 und 1914 versuchten das Deutsche Reich und Großbritannien einander in der Seerüstung zu überbieten. Der militärhistorische Forschungsstand zu dieser Thematik ist bis heute nicht abgeschlossen. Die vorliegende Arbeit stellt die deutsche Seerüstung und Seestrategie (Tirpitzplan) der britischen Seerüstung gegenüber und will aufzeigen, dass das britisch/deutsche Wettrüsten keinem bloßen Aktions-Reaktions-Mechanismus unterlag, sondern ein weitaus komplexeres Bezugssystem aufwies. Während sich für die eine Seite am Ende der Einfluss einer navalistischen Ideologie als bestimmend erwies, stand für die andere Seite (Deutschland) die Orientierung an einer potenziell sehr wirksamen Bedrohung im Vordergrund. Von einem symmetrischen Wettrüsten kann nicht die Rede sein.
