    Content: Between 1970 and 2000, new institutions were established at the Norwegian operational level of war. However, in the beginning of the 21st century the Norwegian government started slimming down the Armed Forces and the operational level declined. The main question of the book is how this development can be explained. Using theory drawn from the social sciences, the author explores the power of five structural explanatory factors: the strategic importance of the northern flank; Norway's position and role in NATO; the changing character of war; financial resources; and changes in technology. All factors have had an impact on this development, but changes in the civil-military relations have also affected the significance of the operational level in contemporary war planning. (AUT)
