Finnland war das einzige Land Europas, dass während des Zweiten Weltkriegs nicht von den Deutschen besetzt wurde. Die Entsendung eines finnischen Freiwilligen-Batallion drückte die Unterstützung Deutschlands aus. 1200 Freiwillige meldeten sich zur Waffen-SS, davon dienten 400 Freiwillige in der SS-Division "Wiking" und 800 als eigenes Bataillon im SS-Regiment "Nordland".
