After a short review of definitional problems and a brief description of the context of current discussions on tactical nuclear weapons (TNW), the paper describes some cross-cutting issues identified in studies on confidence-building measures (CBMs). (...) Two categories of CBMs are distinguished. First, transparency measures are aimed at promoting “better communication and understanding among the parties”. (...) Second, there are CBMs that impose some military constraints on parties which include measures to relocate weapons, change their alert status or reach understandings on changes to nuclear doctrines. (...) A distinct set of CBM proposals is related to the safety and security of nuclear weapons. (...) The United States (and NATO) are able to “unilaterally” forego military systems that are no longer viewed as necessary from a military point of view. The onus is now on Russia to reciprocate and thus pave the way for a substantive dialogue on a reduction of tactical nuclear weapons in Europe. (Hamburger Beiträge/Pll)
