Aus dem Vorwort: Diese große Ausstellung des Europarates ist Karl dem Großen gewidmet, dem ersten Kaiser, der Europa zu vereinen wußte. Wir gedenken in diesem Jubiläumsjahr (1965) der 1200jährigen Wiederkehr des ersten bezeugten Aufenthaltes seines Vaters Pippin 765 in Aachen, der 800jährigen Wiederkehr des Tages, an dem Friedrich Barbarossa seinen erlauchten Ahnen 1165 in den Kreis der heiligen Könige erhoben hat. Der Arbeitskreis, der diese Ausstellung zusammengestellt hat, will das Wirken Karls des Großen in eben dem Rahmen veranschaulichen, in dem es sich in den letzten zwanzig Jahren seines Lebens, 794 bis 814, in Aachen vollzogen hat.
