The article shows that security and stability in the Maghreb (Algeria, Morocco and Tunisia) are not dependent on external but on internal factors, namely the inability of the countries' regimes to adapt to the social and economic changes and their subsequent loss of legitimacy. Only on the condition that the new middle class as well as the moderate Islamists and the young generation are integrated into the political systems can the regimes regain legitimacy and internal stability be achieved. This, the article argues, would result in positive effects on both the regional stability and the Maghrebi-European relations. (DÜI-Mjr)
