Im September 1999 nahm der Deutsche Bundestag seine parlamentarische Arbeit in dem erneuerten Reichstagsgebäude in Berlin auf. Der Wallot-Bau bezeichnet den zentralen Ort deutscher Parlamentsgeschichte bis zum Ende der Weimarer Republik. Viele Parlamentarier des Kaiserreichs haben das Gebäude jedoch nie betreten: 23 Jahre lang tagte der Reichstag in der Leipziger Str. 4. Dieses "Provisorium" war Schauplatz leidenschaftlicher politischer Debatten, die mit Namen wie Lasker, Richter, Windthorst, Bebel und Bismarck verbunden sind. Im Mittelpunkt des Buches stehen 158 überwiegend unbekannte Aufnahmen, die der Berliner "Hof-Photograph" Julius Braatz 1889 im Reichstagsgebäude angefertigt hat. Seine Aufnahmen - die ersten reportageähnlichen Lichtbilder aus einem Parlament - stellen die bedeutendste Bildquellen zur parlamentarischen Kultur der Bismarckzeit dar. - "Der Reichstag in Wort und Bild", Berlin 1892.
