Umfangreiche und fundierte Studie zur Nachgeschichte des Genozids von 1994, der mittels lokaler ("Gacaca"-)Gerichte aufgearbeitet wurde und zur Befriedung und Versöhnung der Gesellschaft des ostafrikanischen Landes beitrug, aber auch ein autoritäres Regime hervorbrachte. Rezension: Wenn der Name des ostafrikanischen Landes fällt, wird unweigerlich die Erinnerung an das beispiellose Verbrechen im Jahre 1994 wach, als hunderttausende von Tutsis umgebracht wurden. Diesen Genozid und seine Ursachen versuchten seither zahllose Veröffentlichungen - auch literarisch - zu verarbeiten. Inzwischen gilt Ruanda als "befriedet" und als Musterbeispiel für eine Gesellschaft, der es u.a. mittels sogenannter "Gacaca-Gerichte" - eine Art von (lokaler) "Graswurzel-Justiz" - gelang, zum einen Recht zu sprechen, zum anderen den Versöhnungsgedanken zu propagieren. Der Autor kratzt mit seiner umfangreichen Studie an dieser positiven Aussendarstellung. Hankel gilt als exzellenter Kenner Ruandas, ist u.a. seit 1993 für das Hamburger Institut für Sozialforschung tätig, verfasste etliche Beiträge zum Völkerstrafrecht und agierte vor Ort als Berater und Gutachter. Er nimmt das zunehmend autoritäre Regime von Staatspräsident Paul Kagame (seit 2000 im Amt) unter die Lupe, deren damit einhergehend destabilisierende Rolle in der Grossregion (siehe Nachbarland Kongo), kritisiert Formen einer Siegerjustiz.
